Norway-China Green Transition Forum 2025 – Shanghai
On September 11th, the Norway-China Green Transition Forum 2025 was held in Shanghai, bringing together more than 130 participants, including representatives from Norwegian and Chinese government bodies, industry leaders, policymakers, and sustainability experts. Organized by the Royal Norwegian Consulate General in Shanghai, Norwegian Business Association China and Innovation Norway, with support from the Royal Norwegian Embassy in Beijing, the forum served as a high-level platform for dialogue on green transition and bilateral collaboration.
The forum opened with remarks from Mr. Tobias F. Svenningsen, Consul General of Norway in Shanghai, who underlined the importance of strengthening partnerships between Norway and China to achieve shared sustainability goals. He recalled Prime Minister Jonas Gahr Støre’s visit to China in 2024, where together with Premier Li Qiang they agreed on a Joint Statement establishing a dialogue on the green transition, and pointed to Norway’s leadership in electric mobility, green shipping, and carbon capture and storage as examples of how closer collaboration between Norway and China can accelerate the global low-carbon transition. Ms. Zhang Min, Deputy Director of Industrial Green Transition and Development Division, Shanghai Municipal Commission of Economy and Informatization, also addressed China’s commitment to advancing industrial green transformation and expressing readiness for deeper collaboration with Norway.
The first session, Green Transition Outlook & Overall Trend, set the stage with presentations from Mr. Wang Xun of the Shanghai Energy Efficiency Center, Ms. Zhou Wenqian of DNV, and Mr. Jan Fredrik Skjeltorp of DNB. They discussed Shanghai’s industrial green roadmap, DNV’s Energy Transition Outlook 2025, and the role of green finance in supporting sustainable development.
In the Environmentally Friendly Transportation session, speakers from Kongsberg Maritime, Ulstein, COSCO Shipping Heavy Industry, Höegh Autoliners, Optimarin, NIO, Norautron, ENRX, and the Shanghai New Energy Vehicle Data Center shared a wide range of perspectives on greener shipping practices, wind propulsion, ship energy efficiency, marine protection, ESG strategies in automotive, and sustainable supply chain solutions. These presentations highlighted the practical innovations driving the maritime and e-mobility transition forward.
The Sustainable Economy session focused on pioneering solutions in manufacturing, recycling, and aquaculture. Hydro Aluminum, Fujian Nanping Aluminum, Tomra, Blue Circle, Orkel, and Nutreco showcased cutting-edge approaches to green aluminum production, plastic waste management, circular economy models, and sustainable aquaculture powered by AI and precision nutrition. These cases demonstrated how technology, innovation, and cross-border collaboration can accelerate low-carbon transformation in multiple sectors.
Moderated by Mr. Tom Jørgen Martinussen, Deputy Consul General of the Royal Norwegian Consulate General in Shanghai, and Mr. Henning Kristoffersen, Commercial Counsellor of the Royal Norwegian Embassy in Beijing / Country Director of Innovation Norway China, the forum reinforced the commitment of Norway and China to strengthening bilateral cooperation for sustainable development.
The event concluded with a networking dinner reception, hosted in a warm and engaging atmosphere, offering participants an opportunity to deepen exchanges and build partnerships across industries.
